Writes the whole ruleset: instructions, output, and the typed parts. Banding is one of two: bands (percent ranges with a label, for flat rubrics) or levels (one per chained level with its normalisation and plain and advance thresholds; the band is the highest level cleared). weights target a question, a dimension, or a category within a dimension and level. checks are run-level rules across questions (eligibility gates, reconciliations), judged in a pass of their own. tabs are the page, in order. Lists replace what was there. Edits apply to the next insight run; a past insight keeps the copy it ran with.
